| LOCAL 421 BUDGET AND FINANCE COMMITTEE
Subsection A: The President shall appoint a Budget and Finance Committee consisting of five (5) members. This committee shall submit a budget to the Executive Board and the general membership at the regularly scheduled February meeting each year. Committee members shall serve at the pleasure of the President with the exception of the Secretary/Treasurer.

Section 9. The Vice President shall serve as Chairman of the Constitution and
By-Laws Committee and the Board of Trustees.
ARTICLE VI
BY-LAW COMMITTEE
Section 1. The President shall appoint a committee of at least three (3) members
to be known as the Constitution and By-Law Committee. This committee shall consider all proposed amendments to the Constitution and By-Laws properly submitted as prescribed in this Constitution and By-Laws (see Article XI, Section 1). After such consideration, it shall prepare a report of its recommendations of approval, rejection or modification of the proposed amendments and shall present its report to the membership for consideration and action. In preparing its report, this committee shall also have the authority to initiate and recommend proposed amendments. Upon adoption of proposed amendments of this Constitution and bylaws by the membership, it shall be submitted to the International General President for approval. The Constitution and By-Law Committee shall serve at the pleasure of the President.
